# 从问题到带来源的研究简报

## Execution steps

### 1. 把主题改写成可回答的问题

Purpose: 避免搜集大量资料后仍不知道要回答什么。

Action: 写清对象、时间、地区、比较标准和最终要做的决定。

Deliverable: 研究问题与范围

Human check: 确认问题可以用证据回答，而不是只表达立场。

### 2. 先找来源，再读摘要

Purpose: 让结论可以追溯。

Action: 用检索工具找到候选来源，优先官方文件、原始数据和论文；把标题、作者、日期、链接和适用范围记录下来。

Human check: 每个关键结论至少打开并阅读原始页面。

### 3. 建立证据矩阵

Purpose: 分开事实、解释和推测。

Action: 按“结论—支持证据—反例—来源—可信度—待核实”整理资料。

Deliverable: 证据矩阵

Human check: 删除没有来源或来源不支持原句的数字。

### 4. 写简报并显式标注不确定性

Purpose: 让读者知道哪些可行动，哪些仍未知。

Action: 先写结论和建议，再写证据、限制、反方解释及下一步验证。

## Safety

- 医疗、法律、金融等高风险结论不能只依赖通用 AI。
